Federal Deputy Gilson Daniel (Pode-ES) presented the Bill (PL) 178/25 at the Chamber of Deputies in Brasília, which makes it mandatory for ports and cargo terminals across the country to build support infrastructure for workers and truck drivers who operate within their facilities. The proposal is still under analysis by the committees of the House and does not have a set date for voting.
The measure, which amends the Port Law (12.815/2013), requires that the spaces include restrooms, resting areas, and restaurants for food. The text also mandates the provision of secure parking for cargo vehicles.
According to the proposal, it will be the responsibility of the port administrations to build and maintain the infrastructure. If the bill is approved, operating ports and terminals will have 24 months to comply with the regulation, under the penalty of administrative sanctions imposed by the Executive Branch.

According to Deputy Gilson Daniel, port workers and truck drivers often face exhausting work hours without access to adequate sanitary facilities, quality food, or appropriate resting areas.
“The lack of these conditions can compromise health, well-being, and even safety during logistics operations”, said the deputy.
The bill will be analyzed, in a conclusive manner, by the Committees on Roads and Transport; Labor; Finance and Taxation; and Constitution, Justice, and Citizenship. To become law, the proposal needs to be approved by the Chamber and then by the Senate.
